The UNITED NATIONS WORLD FOOD PROGRAMME Invites both female and male candidates to apply for the following position:
Job Title:    Logistics  Assistant ( Cluster IM )

Supervision received: Under the direct supervision of the Logistics Cluster Coordinator/Aviation Officer, the incumbent shall perform the following duties and responsibilities:

•    Post daily despatches of WFP food and non-food commodities in the corporate system; monitor the correct use and quantity as per loading orders; 
•    Respond to queries regarding commodities staff in the unit and elsewhere in the Programme; 
•    Monitor ongoing shipments, pipeline information, insurance claims and other data;
•    Provide day-to-day reports on the progress and movements of WFP shipments (by land, sea, or air);
•    Monitor and report on WFP food stocks in operation’s warehouses and prepare weekly stock reports; 
•    Assist and advise on flight planning, weather forecast and restricted flying areas, or railroad schedules and movements, or ship movements and schedules;
•    Coordinate and manage deliveries by suppliers, clearing agents and WFP warehouses; monitor and assess quality, quantity and safety of the goods;
•    Coordinate clearance of WFP, export/import in liaison with handlers and customs officials;
•    Initiate action for requests for duty exemptions on all WFP imported shipments, food and non-food items;
•    Establish contacts with shipping agents, clearing agents and superintendents and monitor 
•    the discharge of WFP vessels (rail, air or sea), advising supervisors of need for intervention in case of any unforeseen problems pertaining to discharge and/or clearing operations; 
•    Perform other related duties as required.


Expected Results: 
1-    With initiative and judgment produces organized, accurate and well documented records with well analyzed data and addresses unforeseen situations seeking advice and guidance from supervisor, as necessary. May assign work to staff in lower grades.
Critical Success Factors:
Ability to review a variety of data, identify and adjust data discrepancies. Identify and resolve operational problems with substantial independence. Ability to obtain or give factual information of a non-routine nature involving interpretation of facts and requiring clarity of expression. Ability to perform detailed work, frequently of a confidential nature and/or to handle a large volume of work systematically, effectively and accurately. Ability to train other staff regarding relevant work responsibilities. Ability to work in a team environment and coordinate assignments to achieve common goals. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

 Qualifications:
Education: Completion of secondary school education.
Experience: At least four years of progressively responsible support experience including at least two years in the field of finance, accounting, transport, insurance, statistics, operations, administrative services or other related field.
Language:  Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
Knowledge:  Experience utilising computers, including word processing, spreadsheet and other software packages.

Consultancy for Operational Researches 
Yemen is categorized among countries that have serious malnutrition considering the WHO thresholds of the definition of the problem and severity. The Family Health Survey of 2003  indicates that 53.1 per cent (57.7 per cent using the WHO Growth Standards ) of children less than five years of age are moderately and severely stunted, 12.4 per cent (15.2 per cent using the WHO Growth Standards) are moderately and severely wasted and 45.6 per cent (43.1 per cent using the WHO Growth Standards) are of moderate and severe underweight.
Since 2008, the support given to work against malnutrition in Yemen by UNICEF and other partners increased significantly, so that large wide expansion was performed for the CMAM programme especially in the western coastal region where acute malnutrition exceeded the critical thresholds. With a support of different donors and the participation of the government and local and international NGO in the implementation process, the nutrition programme especially the component of management of acute malnutrition covered almost all governorates. 
 Despite progress seen in terms of indicators of nutrition service provision, there is still a need for more effort to focus on many gaps in the programme operations to maximize the outcomes of the interventions. For this, operations research is essentially needed to come with near-optimal solutions for program operations.
In Feb 2014 UNICEF and GoY  organized a consultative workshop to identify and prioritize operational  researches needed. Many research questions were highlighted by different partners during and after the workshop and called for more investigations on implementation difficulties.
Among the many research topics PU-AMI and UNICEF is are partnering to undertake two operational researches:
-    Assess effectiveness of having Community Health Volunteers (CHVs) at the village level on reduction of defaulter rates and on improving the utilization of programme services.
-    Cost trends per child since the start of the implementation of CMAM programme in Yemen and recommended actions required to reduce the costs.

A consultant (s) is therefore  required  to commence within September  the  implementation of the above researches , and will be expected to : 
 
1.    Desk review of  relevant documents available either at the central or governorate levels that are finalized by the key stakeholders ( GoY;    NGOs; UN…). 
2.    Finalize the list of researchers, co-researchers who will help senior consultants in implementation related activities. 
3.    Train and manage the enumeration teams on data collection tools tacking into account the quality aspect for each type of data collected. Then manage the data collection and data entry process.
4.    Analyse the data and write the report, then facilitate meetings to present and discuss the finding before finalizing the report.
5.    Submit the final report with a set of recommendation of, immediate, and long actions.

Expected final outputs:
Final research report, describing fully the methodology, findings and action recommendations at short and long runs. 
Expected deliverables:
End of 1st month    
-    The protocol including the detailed action plan, and costing proposal.
-    Report on progress (training on data collection, data entry, etc.)

End of 2nd month    
-    Report on progress. 

End of 3rd  month    
-    Report on progress. 
-    Preliminary report.

End of 4th month    
-    Report on progress (meeting to present and discuss findings) 
-    Final report.


Knowledge skills, personal characteristics required for consultant

A relevant Masters level qualification as a minimum, with extensive research experience and publications in Health and Nutrition.  You must have knowledge of Health and Nutrition issues in Yemen, with in-depth understanding of the Health infrastructure and the delivery mechanism.  Experience with similar researches will be an added advantage. You must be able to commence work within September.

ACTED Yemen is currently recruiting a qualified Agronomist for its office in Ibb.
The Agronomist position functions under two hierarchic supervisors. In terms of day to day management he/she is managed and supervised by Project  Manager, and at a higher level under the Program Manager and/or Area Coordinator.
 

Responsibilities:
Under the supervision of Program Manager, Agronomist carries out the following duties: 
•    Be responsible for field staff as relates to agriculture components
•    Organize and  participate in meetings with community leaders, MoA&I and other government offices as necessary (invite local authorities to activities such as trainings and distributions, etc.)
•    Assist with selection of beneficiaries and with the complaints mechanism put in place, and follow up on any issues that may arise as a result. Ensure community acceptance of the project
•    Coordinate with other project officers to ensure clear understanding of overlap and other issues with beneficiary lists – cooperate and assist the Food Security, Livelihoods officers, and Agriculture Field Assistant in their capacity (provide training and guidance to project staff on matters related to agriculture as needed)
•    Work closely with the project team and the agronomists from the Hodeidah and al Jawf 
•    Ensure that the field team is well-informed of project activity details 
•    Ensure that all the activities are implemented properly and as per the plan in timely manners
•    Provide informed input to the selection, purchase and storage of crop seeds, home gardening seeds and seedlings – help in preparing work plans and BoQs for different activities connected to agriculture inputs
•    Supervise the distribution process, ensure that it is properly done and finished on time and according to set criteria
•    Work with farmers to manage and improve crop production, fertilization, irrigation, integrated pest management techniques – support farmers by regularly communicating in the lead up to and throughout the life of crops
•    Work with beneficiaries to manage and improve home gardening, crop production, irrigation, etc. (organize meeting to get relevant feedback from the beneficiaries)
•    Make sure signed beneficiary lists are correctly cross-checked with collected copies of IDs – keep database/documentation updated
•    Participating in assessment field visits to targeted area to identify beneficiary areas and households – carry out the assessment as per the methodology and the guidelines 
•    Training the project beneficiaries in the field according to the project’s tasks
•    Preparing training materials brochures, booklets, posters etc. for the training sessions
•    Assist with the planning and distribution of agriculture inputs (according to the needs of beneficiaries, planting season, etc.) and update the Distribution Plan after each distribution and share it with the Program Manager
•    Keep the following databases/documents updated at the end of each week:
a.    GPS coordinates database
b.    Lists of Beneficiaries and copies of their ID
c.    Beneficiaries Details database
d.    Preparation Checklists / Reports
e.    Distribution Reports
f.    Post-distribution Checklist/Reports
•    Cooperate and assist to the Database and the AME (Appraisal, Monitoring and Evaluation Department) in their monitoring
•    Participate in the project assessment and analysis and drafting of assessment reports  
•    Actively participate in meetings (program, coordination, etc.), generates weekly and monthly progress reports on the project activities 
•    Propose new project directions and strategies as required in close consultation with Program Manager and/or Area Coordinator
•    Performs other duties requested by Program Manager and/or Area Coordinator
•    Respect deadlines

Qualifications    
•    A university degree in Agriculture or other relevant field.
•    At least 3-year experience in a position with similar responsibilities, preferably with a non-governmental organization.
•    Cross cultural awareness and sensitivity (esp. gender and ethnicity) is required
•    Excellent interpersonal skills required, as well as the ability to communicate clearly and efficiently with a variety of audiences (e.g. beneficiaries, community committees, and other team members). 
•    Leadership skills and very good organizational skills are required
•    Ability to manage multiple tasks and responsibilities, work efficiently under pressure and in stressful circumstances, and meet short deadlines.
•    Fluency in Arabic and English required.
•    Good computer literacy (Microsoft Word, Excel, Power Point) required.
•    Understanding of the principles of non-governmental organizations is required.

Title of Position : Risk Manager
REPORTS TO:  CEO.


JOB SUMMARY

•    The Risk Manager holds Management responsibility for the Institution’s risk management program. This includes but is not limited to assisting Management Risk Committee and the Board in the identification, assessment, management and control of risks within the institution’s business. The Risk Manager independently monitors all risks across the whole Institution, recommends mitigation strategies for risks that are inherent and necessary to the business and risk reduction strategies for risks beyond the risk appetite of the Institution. The Risk Manager further prepares Risk Management reports for management and the Board.

JOB PURPOSE:    
1.    To develop and implement an integrated and sound risk management process, policies, and procedures and any new products and activities for the entire bank from an Enterprise Risk Management (ERM) perspective 
2.    To ensure that the bank’s Enterprise Risk exposure is minimised, monitored, and managed at a manageable level at all times. 


KEY RESPONSIBILITIES:

The Risk Manager  shall be responsible for:
•    Planning, designing and implementing an overall risk management program for the Institution;
•    Assessing risk, which involves analyzing risks as well as identifying, describing and estimating the risks affecting the company;
•    Reporting risk in an appropriate way for different audiences, for example to the Board and Executive Committee so they understand the most significant risks, to business heads to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks;
•    Providing support, education and training to staff to build risk awareness within the company.
•    Performing trend analysis on the monthly recoveries of each Collections Officer and in case of downfall trend in the performance, assistance of internal audit will be taken for getting the complete details regarding the highlighted aspect.
•    Considering the pattern of repayments given by clients, assess the level of provision maintained in the finance records and in case of any change from the opening assessment of doubtful portfolio, revise the required provision calculation on monthly basis and report to higher management .

Enterprise Risk Management Functions, Strategy, Policy and Procedure Guidelines  
•    Manages the risk management function including the institution’s Risk Matrix, credit, liquidity, operational and market risk management processes to ensure the design implementation and application of sound internal control practices.
•    Ensures the establishment, documenting and periodic updating of risk management policies, processes, and lending criteria. 
•    Reviews, recommends, and implements change to risk policies, operations and procedures.
•    Retains accountability for managing risk in both group and individual lending processes throughout the bank, identifies areas of potential loss or liability and initiates action to minimise exposure to risk and tracking of same via Risk Dashboard. 
•    Ensures all credit activities are in compliance with sound business practices, legislation, regulations, by-laws, policies and procedures.
•    Conducts regular reviews of lending limits, audit controls, lending caps and other risk management areas to ensure compliance; reviews commercial and retail files on a random basis.
•    Ensures that loans adhere to existing policy guidelines that documentation is adequate to ensure security of collateral, and that ongoing administration and review is adequate to maintain the loan portfolio’s quality and profitability.
•    Reviews and assesses the risks associated with new products and activities of the bank prior to implementation.   
•    Establishes and implements effective delinquency measurement and loan loss monitoring policies and procedures including a standard monitoring tool for payments in arrears and portfolio at risk.
•    Develops standard credit and risk management policy training tool kit and ensures all lending operations, loan processing and credit management staff undergo a credit risk management training.
•    Develops and implements operational systems, policies and procedures which are compliant with the local regulations.


MINIMUM QUALIFICATION AND EXPERIENCE

Qualification and Requirements  
•    Bachelor's  degree or higher qualifications is desirable  
•    Minimum 5 Years overall relevant working experience
•    A minimum 2 (Two) of which should have been senior credit management position 

Credit Operations Management Experience 
•    Advanced operations management experience gained from a similar or a related banking or financial institution
•    Practical advanced management experience in managing and supervising credit and risk management operations 
•    Practical advanced experience in setting and implementation of operations, credit and risk management policies, practices, procedures and guidelines 
•    Knowledge and experience in lending, credit and risk management including pre-loan eligibility requirements, client screening, collateral, product design, loan approval processes, repayment terms and incentives, delinquency and default management 

Banking Compliance Regulations and Legal Legislation
•    Advanced knowledge of the micro finance and banking industry including micro and macro environmental factors and trends, micro finance products and poverty eradication strategies 
•    Advanced knowledge of related statutory banking compliance regulations, banking laws, business law, local employment and labour laws, internal operational policies and procedures, and transformation, lending, and banking products and services
•    Understands the trends and scope of operational and credit risks in the micro finance and banking industry, and its impact upon the MFBI ’s commercial activities .
