Consultancy for Operational Researches
Yemen is categorized among countries that have serious malnutrition considering the WHO thresholds of the definition of the problem and severity. The Family Health Survey of 2003 indicates that 53.1 per cent (57.7 per cent using the WHO Growth Standards ) of children less than five years of age are moderately and severely stunted, 12.4 per cent (15.2 per cent using the WHO Growth Standards) are moderately and severely wasted and 45.6 per cent (43.1 per cent using the WHO Growth Standards) are of moderate and severe underweight.
Since 2008, the support given to work against malnutrition in Yemen by UNICEF and other partners increased significantly, so that large wide expansion was performed for the CMAM programme especially in the western coastal region where acute malnutrition exceeded the critical thresholds. With a support of different donors and the participation of the government and local and international NGO in the implementation process, the nutrition programme especially the component of management of acute malnutrition covered almost all governorates.
Despite progress seen in terms of indicators of nutrition service provision, there is still a need for more effort to focus on many gaps in the programme operations to maximize the outcomes of the interventions. For this, operations research is essentially needed to come with near-optimal solutions for program operations.
In Feb 2014 UNICEF and GoY organized a consultative workshop to identify and prioritize operational researches needed. Many research questions were highlighted by different partners during and after the workshop and called for more investigations on implementation difficulties.
Among the many research topics PU-AMI and UNICEF is are partnering to undertake two operational researches:
- Assess effectiveness of having Community Health Volunteers (CHVs) at the village level on reduction of defaulter rates and on improving the utilization of programme services.
- Cost trends per child since the start of the implementation of CMAM programme in Yemen and recommended actions required to reduce the costs.
A consultant (s) is therefore required to commence within September the implementation of the above researches , and will be expected to :
1. Desk review of relevant documents available either at the central or governorate levels that are finalized by the key stakeholders ( GoY; NGOs; UN…).
2. Finalize the list of researchers, co-researchers who will help senior consultants in implementation related activities.
3. Train and manage the enumeration teams on data collection tools tacking into account the quality aspect for each type of data collected. Then manage the data collection and data entry process.
4. Analyse the data and write the report, then facilitate meetings to present and discuss the finding before finalizing the report.
5. Submit the final report with a set of recommendation of, immediate, and long actions.
Expected final outputs:
Final research report, describing fully the methodology, findings and action recommendations at short and long runs.
Expected deliverables:
End of 1st month
- The protocol including the detailed action plan, and costing proposal.
- Report on progress (training on data collection, data entry, etc.)
End of 2nd month
- Report on progress.
End of 3rd month
- Report on progress.
- Preliminary report.
End of 4th month
- Report on progress (meeting to present and discuss findings)
- Final report.
Knowledge skills, personal characteristics required for consultant
A relevant Masters level qualification as a minimum, with extensive research experience and publications in Health and Nutrition. You must have knowledge of Health and Nutrition issues in Yemen, with in-depth understanding of the Health infrastructure and the delivery mechanism. Experience with similar researches will be an added advantage. You must be able to commence work within September.
