CARE International in Yemen is currently seeking for a Livelihood Officer for the CARE Building Community Resilience – Food security& livelihood support program in Abyan and Lahjj which is funded by WFP and will be implemented through the partnership of two International  Organization, CARE  in leading and DRC. The program seeks to address food insecurity in the target governorates by providing food-insecure households with food and/or cash-based safety nets.

Field Officer with travel to Abyan & Lahj
Location: Aden, Yemen 

Duties:
Livelihood officer reports to the project manager and liaises with other staff members. S/he will be responsible for carrying out the entire food security and livelihood interventions/activities, assisting the project manager in overseeing the continually implementation and management of food security and livelihood activities ensuring that the target beneficiary households have received food baskets as per allocated in the project proposal. S/He will closely work with Field engineer concerning rehabilitation/improving pastoral -(agricultural and livestock)- productive assets as FFW and FFA components, and with training officer regarding dissemination of new techniques and extension messages related to pastoral sector as FFT component.

Responsibilities:
Project Implementation/Management/Coordination
•    Prepare selection criteria to identify distribution teams and participate deeply in the selection process of distribution team members.
•     Ensure that relevant staffs (field officers, technical team and distributers) are tasked and/or local partners are sensitized/ familiarized to undertake food security/livelihood activities as detailed in implementation plans.
•    Ensure food security/livelihood activities implementation is in alignment with endorsed financial and administrative procedures and policies. 
•    Ensure project timeframes, budgets and resources are respected throughout the entire program
•    To coordinate closely with all sector specialists to ensure cross-sector integration of programming at the field level.
•    Ensure that technical and administrative support is provided to Cash for Work, food for work, food for assets and food for training components.
•    In coordination with government and other stakeholders, ensure livelihood/food security and livelihood asset development activities are well planned, coordinated and monitored. 
•    In close coordination with field engineer to identify and design the appropriate interventions/activities regarding rehabilitation/improvement of pastoral productive assets as part of FFA, FFW and CFW components.
•    In close coordination with training officer to identify and design the appropriate interventions/activities regarding development training courses and extension messages with related to pastoral sector(agricultural and cattle) if needed as part of FFT component.

Commodity Management  
•    In close coordination with logistic and transport assistants to develop and Implement a detailed logistic plan for food commodity. 
•    Manage food commodity receipts, storage, dispatch, distribution and reporting.
•    In close coordination with M&E unit to establish appropriate commodity filling systems 
•    By close coordination with logistic and transport assistants to establish, Manage and oversee food commodities accounting, tracking systems/standards and procedures at governorate and district level, including warehouses management if required. 
•    Ensure that all food commodities reports are highly accurate, comprehensive, well documented, and timely submitted to M&E unit and project manager to ensure the accuracy of implementation.
•    Maintain good communication with relevant sides (distribution teams, government authorities, and communities.
•     Manage all Commodities teams, including random oversight of end-use monitors, to verify that food distribution occurred according to international standards set by food-aid donor and agreed mechanisms with target local partners and communities. 
 

Training and documentation 
•    Train field officers and distribution teams in the field of distribution and monitoring mechanism to deliver food baskets to the targeted households.   
•    Plan and conduct training and capacity building activities for local partners, village committees, beneficiaries, and other staff members as appropriate and planned, ensuring food security/livelihood components are implementing effectively, smoothly and efficiency.
•    Ensure that, Lesson Learnt through monitoring and evaluation are captured, capitalized and incorporated into future proposal designs.
•    Ensure that technical leadership is provided in the development and implementation of livelihood activities, including cash for work, food for work, food for assets and food for training as prioritized by communities and local authorities through technical best practices and targeted training.
•    Participate in meetings as requested by the program manager.
•    Carry out any other duties as assigned by project manager 


Required 

•    University degree in Social Sciences, International Development, Agriculture, Marketing, or any other relevant field that provides an understanding of food security and livelihoods. 
•    Relevant experience in implementing food security, livelihoods and agricultural program. Experience in capacity building, program design, implementation and monitoring and evaluation.
•    Experience working with local communities and internally displaced persons (IDPs) and understanding their special needs is desirable.
•    Experience in working closely with local governments in implementation of programs; and in networking with other organizations implementing similar programs.
•    Strong experience in food distribution and cash delivering to the rural communities under WFP programs.
•    Work on own initiative and as part of a team; well organized, and able to prioritize multiple tasks.
•    High computer literacy with a full knowledge of office applications. 
•    Willingness to be based in Aden governorate in Yemen. 
•    Ability to travel to the target areas including overnight staying if required. 
•    Ability to work under pressure.
•    Ensure a gender perspective in the scope of work.
•    Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills. 
•    Ability to handle difficult situations with tact and firmness.
•    Ability to maintain a positive and efficient image at all.
