Save the Children in Yemen is looking for eligible candidates for the positions of: 
    
Project Officer, Engineer (Based In – Sa’ada, North Area)


Job Purpose:

The construction engineer will be responsible for coordination and successful completion of rehabilitation activities (hardware) in the area of intervention. 
As part of Save the Children’s dual mandate, the Engineer will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required.    

Key AREAS OF ACCOUNTABILITY:
Program Support:
•    Assist in technical assessments in coordination with other SCI thematic areas and/or other external sector agencies; ensure assessment findings are documented and that all assessments include a specific analysis of children’s needs.
•    Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the relevant staff in SCI and addressed in an appropriate way. 
•    Identify project supplies needs and coordinate with the logistics team to ensure materials arrive in good time.
•    With the support from WASH officer, lead the preparation of procurement and administrative documents required (specification of materials, bill of quantities, etc) for procurement of rehabilitation materials and services. 
•    Participate in tendering process for outsourcing construction and rehabilitation projects; mainly input into review of technical aspects of tenders
•    Oversight of technical aspects of project and engineer consultancy, as required and 
•    In coordination with the WASH officer and relevant stakeholders, integrate the hardware part of rehabilitation of school facilities) with the soft component of (awareness raising activities).

Emergency Preparedness and Response 
•    In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response to needs

General:
•    Deliver results in line with the current proposals and Save the Children’s strategy.
•    Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
•    Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
•    Perform such other responsibilities as agreed with line management

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:
•    Education to BSc level in Civil engineering, or equivalent field experience is rquired
•    Minimum 3 years of professional experience in construction engineering, education or WASH preferred.
•    Previous experience of working effectively as part of a WASH project team
•    Oral and written Language skills in English 
•    Commitment to working through systems of community participation and accountability
•    Knowledge of monitoring and evaluation 
•    Commitment to capacity building and developing others
•    Ability to write clear and well-argued assessment and project reports
•    Excellent communication skills
•    Strong influencing skills
•    Politically and culturally sensitive with qualities of patience, tact and diplomacy
•    The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
•    Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
•    Oral and written Language skills in English

Desirable:
•    Experience or knowledge of working and living in relevant regions/contexts
•    Humanitarian programming experience
