CARE International in Yemen is currently seeking for a Procurement & Logistics/Transport Assistant’s for the CARE Building Community Resilience – Food security& livelihood support program in Abyan and Lahjj which is funded by WFP and will be implemented through the partnership of two International Organization, CARE in leading and DRC. The program seeks to address food insecurity in the target governorates by providing food-insecure households with food and/or cash-based safety nets.




Procurement/Logistics/transport assistant’s with travel to Abyan & Lahj (3)
Location: Aden, Yemen 




Duties:
The Procurement/Logistics/transport assistant reports to the Procurement / Logistics/transport officer. He supports activities including contracting, transportation, shipping, requisitions, inventory, and other logistics tasks.



Responsibilities:


Program procurement and logistic support 
• Provide logistics and procurement support for programs activities, ensuring the effectiveness of the supply system and appropriate asset management.
• Assist the storekeepers in ensuring adequate preparedness before any loading/offloading commences by securing all necessary numbers of laborers, equipment, and relevant documentation.
• Supervise laborers to ensure that stacking/de-stacking is done systematically by layers to facilitate counting and control over stocks.
• Count each and every bag/box/carton/ or any other packaging unit for food items being off-loaded from a truck.
• Count each and every bag/box/carton/ or any other packaging unit for food items being loaded onto a truck from a stack
• Promote and enforce quality control at loading/offloading point by ensuring all damaged commodities are not loaded onto trucks and that all damaged food receipts are separated from sound ones and immediately reported to the relevant supervisor and Storekeeper for further action.
• Ensure all precautions are taken to minimize stock loss/damage through proper handling and enforcement of use suitable materials such as tarp by all transporters
• Stack separately and mark accordingly all food deemed beyond reconstitution and report immediately to Warehouse Supervisor for their action
• Execute necessary contracting, transport, shipping, requisitions, inventory, monitoring and other logistics tasks in strong coordination with CARE’s and donor procedures and policies.




Coordination and reporting 
• Liaise and coordinate with the relevant departments/ functions regarding delivery of supplies and keep all parties informed of any changes.
• Prepare weekly, monthly and quarterly reports on purchases and spending.
• Maintain and keep files for purchase orders, quotations, contracts, tenders, and internal purchase requisitions.
• With regard food items to complete a Tally Sheet and associated documentation for every truck loaded/off-loaded and make all necessary cross-references to relevant documentation
• Account for any transaction on a stack assigned and ensure all transactions are documented and assigned to the relevant stacks after every stock movement.
• Ensure good stacking of all food items under their control that facilitates physical inventory count 
• Supervise the reconditioning/reconstitution of all damaged bags/cartons, etc and ensure all reconstituted food is re-stacked by close of business.
• Ensure all documentation for stock reconstitution/reconditioning are properly completed and submitted to storekeepers every day.
• Coordinate movement of staff, including necessary permissions, communication and transportation.
• Assist with planning and execution of program’s distribution activities, including warehouse management.
• Coordinate closely with project Manager regarding budgeting of materials, equipment and services.
• Coordinate with logistics staff of partner organizations, and liaise with government, commercial and other participants as required.




Follow procurement policies and procedures 
• Purchase goods and services as per organization policy.
• Prepare purchase requisition, request for quotes to suppliers, collecting bids/quotations, evaluating quotations, preparing bids summaries and purchase orders.
• Negotiate with suppliers for the best terms of service including price, delivery, payments and after sales service.
• Insure all the payments for vendors are done on time and without any delay. 
• Ensure all the procurement documents are filed appropriately and are easy to access.




Asset management 
• Maintain regular and comprehensive asset inventory.
• Provide regular reports of assets sheet and contract work




CARE policies and procedures compliance 
• Ensure adherence to CARE’s Safety and Security policies and procedures.
• Ensure adherence to CARE and donor procurement policies and procedures, and to be in contact with CO for procurement support.
• Follow up with donor procurement regulations.
• Perform other duties and/or tasks assigned by the project manager




Required 


• Bachelor's degree in Business Administration, Supply Chain Management or related field
• Strong administrative and time-management skills
• Solid understanding of the theory and practice of transportation management
• 2-3 years logistics experience of logistics, procurement and/or administration
• Transport tracking system experience and good knowledge of WFP’s rules policies and procedures in the area of work is an advantage.
• Experience with contracting/tendering, transportation and shipping, and asset management
• Excellent computer skills – including Microsoft Office
• Strong analytical and problem solving ability.
• Excellent mathematical skills and attention to detail.
• Ability to identify potential problems before they occur. Proactive in preparation and uses initiative in response.
• Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization. 
• Excellent English language skills
• Demonstrable commitment to gender-sensitive practices
