Human Resource Management
MCHIP is the USAID Bureau for Global Health's flagship maternal, neonatal and child health program which focuses on reducing maternal, neonatal and child mortality and accelerating progress  toward achieving Millennium Development Goals (MDGs) 4 and 5, through scaling up High Impact Interventions that have been proven successful in reducing maternal, neonatal and child health deaths. 
The consultant will provide general Human Resources Management Services for the project office in Sana’a.  
Responsibilities:
MCHIP Yemen is planning to Hire a local consultant to provide urgent, short-term HR support including:
1.    Review, and update all personnel files, and ensure compliance with the Yemeni Labor Law.  
2.    Coordination and scheduling of interviews, 
3.    Credential verification, and 
4.    general recruitment duties:  
a.    Lead recruitment of new MCHIP staff, including review of job descriptions and advertisements; identification of new sources of talent; coordination of job postings locally; coordination of hiring committees, where appropriate. Communication with candidates as necessary and serving as point of contact for applicants. 
b.    Negotiates job offers with new hires in coordination with the Headquarters (HQ) team in Washington, DC. Prepares Hire Letters and Personnel Action Forms. 
c.    Manages new staff orientation in conjunction with supervisors; creates and refines orientation packages as needed. 
d.    Maintains electronic copies of project personnel paperwork including hire letters, biodata forms, annual performance reviews, completed Personnel Action Forms, etc. Ensures original documentation is sent to HQ HR by monthly due date. 
e.    Maintains records of staff leave balances. 
f.    As the project's advocate, liaises with the HQHR Department on project HR issues. 
g.    As requested, facilitates personnel problem solving/conflict resolution as issues arise. 
h.    Organizes and/or serves as a resource for personnel-related project workshops and professional development needs.
5.    Work in collaboration with the country program operations manager to draft Job Descriptions for MCHIP Field Offices staff, and assist in recruitment of the project field staff in Dhamar.  
6.    Ensures that the project staffing matrix, supervision list, emergency phone list, and staff lists are up to date; updates organizational charts as requested; approves requests for field staff intranet access when requested; maintains electronic staff CV and job description files.
7.    Performs other assignments as required.


Qualifications:
1.    Bachelor's degree (Master's preferred), in Human Resources or equivalent combination of education and work experience in a relevant area.
2.    Five to seven years’ experience in human resources at the management level; experience working with donor-funded international development projects highly desirable. Understanding of USAID rules and regulations highly desirable.
3.    Excellent communication, interpersonal, teamwork, and organizational skills.
4.    Excellent negotiating and confidentiality skills relating to recruitment and conflict resolution. 
5.    Excellent planning and organization skills, attention to detail, ability to handle multiple tasks, and work in a fast-paced, time-sensitive environment
6.    Strong Microsoft Word and Excel skills.
7.    Fluency in English and Arabic. 

Level of Effort: Estimated at 45 days
