Save the Children in Yemen is looking for eligible candidates for the positions of:
MEAL Officer- Based in (Amran).
POSITION OBJECTIVES:
• The MEA Officer role will seek to establish, implement and manage a monitoring, evaluation, accountability and information management system for the Health, Nutrition, WASH and Child Protection programs and other programs in the field office. S/he will work closely with SCI staff (and partners), by providing training and coaching on data collection methodologies/tools, facilitate evaluations, guidance on information sharing and feedback mechanisms.
• The ME&A Officer will also work closely with the MEAL Officer (Sana’a) to provide support as required on the area level systems.

Tasks:
• Ensure timely and accurate reporting against the monthly IPTTs (Indicator Performance Tracking Tables) for all projects in the governorate, supporting the Field Manager to run IPTT Review Meetings and compile/ follow up on action points.
• Ensure the accurately data collection of Programs Mapping Database for all projects in the governorate, supporting the head of field office to review the database.
• Promote accountability to beneficiaries by conducting accountability assessments and supporting program staff to develop information sharing materials. As per HAP standards promote beneficiary participation (adults and children) in project activities and in all M&E activities. Set up complaints, feedback and response mechanism to ensure that the community has a chance to give feedback to SC and partners about the project.
• Develop output and outcome level data collection tools (as per project M&E plans), roll-out with staff and partners. Ensure tools are used to collect timely data for all projects (in coordination with area MEAL and FO managers)
• Undertake regular visits to field sites to support on monitoring. Using quality checklists conduct bi-monthly monitoring visits (with the Area ME&A Officer) to monitor the quality of implementation of SC (and partners). Enter the results in the database and debrief with program staff.
• Establish and support the implementation of a data management system to inform planning, implementation, monitoring and evaluation
• Ensure all project staff and staff of implementing partners understands the project logframe, indicators and targets.
• Oversee the design and execution of baseline studies and evaluations for FSL projects in collaboration with FSL Manager.
• Carry out monitoring activities for specific projects, building on routine project monitoring to introduce quality and outcome monitoring.
• Design M&E plans and IPTTs for all new projects and attend grant opening meetings.
• Be available and willing to support all programme staff on any aspect of ME&A, specifically on baselines, evaluations, monitoring quality and outcome, and overall assessment of progress against targets.
• Create calendar to track M&E assessments, surveys, and baselines for all programs
• Support with development of TORs for external consultants as needed
• Support the writing of donor reports and ensure reported data is accurate
• Ensure that lessons learned and good practice case studies from reviews and evaluations are recorded, communicated to the team and taken into account in implementation.
• Any other tasks as requested by the line management.
• As needed, translation of any necessary documents for the field team

Requirements:
Essential
• College degree
• Fluent in Arabic language and very good knowledge at English.
• Computer literacy of using Word and Excel a plus.
• 2 years experience working in international development and/or humanitarian work, and experience of working on M&E and/or accountability to beneficiaries
• Experience of both qualitative and quantitative data collection, including conducting focus groups
• Experience of data entry. Computer knowledge (Word, Excel) is essential.
• Knowledge of project cycle management and how ME&A relates to PCM
• Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms.
• Good organisational skills, attention to detail and reporting in a timely manner.
• Excellent verbal/written communication and relationship building skills.
• Ability to interact well with people (including children) and proven experience of building strong relationships with community members
• A confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends and to spend considerable amount of time in remote field sites.
• Commitment to and understanding of SCI’s aims, values and principles
