POSITION TITLE: Deputy Monitoring, Evaluation and Learning Specialist     
PRIMARY LOCATION: Sana’a, Aden, or Taiz (To be determined)    
POSITION STATUS:  Field Staff, Full-time, Regular

PROGRAM SUMMARY:

During this critical period in Yemen, Mercy Corps is not only providing humanitarian assistance but also working closely with its Yemeni partners and local communities to implement programs that emphasize long term development and resilience building.  It is essential that Mercy Corps have strong systems in place to monitor, evaluate, learn, and measure the impact of its work.  The information gathered through these activities both helps Mercy Corps to strengthen its programming and assists us in remaining accountable to communities and donors alike.
GENERAL POSITION SUMMARY: 

As Mercy Corps’ Yemen program enters a new phase, it is essential that the strongest possible systems are in place to support monitoring and evaluation.  The Deputy MEL Specialist will be responsible for consolidating and sharing monitoring reports, training M&E staff on data collection and analyses. S/he will serve as a resource for program staff, advising them on program implementations, gathering of monitoring data, implementing M&E plans and maintain electronic data collection system.  S/he will oversee staff charged with data tracking and reporting. 

ESSENTIAL JOB FUNCTIONS:

•    Electronic Data Collection System Development. The Deputy MEL Specialist will work closely with the MEL Specialist and with the country MEL team to transform the paper-based monitoring tools to tablet-based electronic data collection system.  S/he will ensure that the electronic-based data collection system produces quality data and evidence that can be used to demonstrate the performance country office program activities in MC operational areas.

•    Survey Tool Development: The Deputy MEL Specialist will, with the support of the MEL Specialist, help program teams develop survey tools, including questionnaires, focus group discussion guidelines, etc…
•    Data Analysis: As part of his/her support to the program teams’ aim of learning and adaptation, the Deputy MEL Specialist will assist with the critical analysis of data collected.
•    Database Development and Management: The Deputy MEL Specialist will develop and maintain a performance database system for all programs and regularly track the performances and generate monitoring reports, which feed back to program implementation.
•    Training:  Develop and implement trainings for MEL staff, ensuring that they have the tools and skills they need to appropriate monitor programs. 
•    Capacity Building: Build team members’ capacity through mentoring and coaching, and ensure close coordination with the program team.

SUPERVISORY RESPONSIBILITY:  None.
     
ACCOUNTABILITY:      Reports directly to MEL Specialist
Works closely with MEL Specialist, Program Managers and MEL staff 


KNOWLEDGE AND EXPERIENCE: 

•    Bachelor’s degree in Economics, MIS, Statistics and related field 
•    At least 4 years relevant professional experience, including at least four years working in M&E for International Non-Governmental Organizations on relief and development.
•    Experience in developing and implementing electronic data collection and database management systems.
•    Significant experience in training and capacity building on MEL system
•    Strong knowledge of computer programs typically used for data tracking and reporting (e.g., Excel, Access, EpiInfo, Statistical packages and GIS mapping)
•    Excellent oral and written communications skills (English).
•    Arabic skills preferred.
