International Relief and Development, (IRD) Inc., is a non-profit organization specializing in international development and humanitarian assistance in over 40 countries and has been working in Yemen for over four years. IRD works with a wide range of partners to design and implement, and provide technical assistance in the areas of health, economic development, relief, infrastructure, civil society and food security. IRD Yemen is implementing a WASH program in Hodeidah that aims to increase access to potable water and sanitation, promote healthy hygiene practices, and organize communities and schools to maintain and sustain project investments in water scarce priority villages in Hodeidah. IRD Yemen is seeking to fill the following position to implement its Program in Yemen:
Job title: Project Engineer - 1 POST
Program: WASH
Location: Hodeidah
Duration: Eight (8) months - Renewable
General Description:
The Project Engineer main role is to manage and supervise the appointed infrastructure projects according to the authorization and instructions of the Program Manager. To guarantee all the necessary conditions for preparation and implementation of the appointed projects according to the rules, regulations of the contracting agencies. To take care, that environmental, work safety and O&M arrangements are taken into account in the implementation of the works.
Essential Job Functions:
Under the direction of the Program Manager, the Project Engineer will:
• Take care of the duties of the Project Engineer in one or several implementation projects according to the work plan and the instructions from the Program Manager;
• In co-operation with the Financial and Procurement Officers, prepare the implementation and financial plans for the projects;
• Performs the monthly monitoring of the work plans and prepare the required reports.
• Informs the Program Manager without delay about possible problems concerning the implementation of the projects such as deviations from designs, need of variation orders or extension of contract time… etc;
• Prepare Bill of Quantities, Designs, Drawings, and Specifications for tendering civil works for renovations of wells; installation of pumping units and generators; construction of well heads, Rain water harvesting, and aprons together with affected communities;
• Manages and evaluates the tenders for design and construction of the project in coordination with the Program Manager;
• In co-operation with the Program Manager and the Operations Department, finalize the Tender documents for tenders and prepares the necessary agreements for the supply of works and services;
• In a daily basis, and together with the Program Manager, supervise the works implementation by contractors and consultants, and organizes solving problems in the daily construction works, and ensure the implementation of the works is in accordance with the set specifications and contract terms and conditions;
• Convenes and organizes periodically site meetings with contractors and other parties involved;
• Compiles documents that are necessary for the completing of the investment contracts and handing them over to the owner of the scheme;
• Conduct water quality tests and contribute to establishing and training Water Management Committees in villages;
• Checks and signs invoices presented by contractors and consultants, introduces the invoices to the Program Manager for approval;
• Follow up the budget and cash flow of the projects in co-operation with Program Manager and the Main Office;
• Participates in relevant meetings;
• Perform any other duties assigned by the Program Manager/ Country Director.
Required Skills and Experience:
• Minimum BSc University degree in Engineering;
• At least five-year-experience in managing water-specific engineering projects either commercially or for INGOs; Experience in WASH Programs is preferable;
• Experience of participatory design processes, encouraging community involvement in design decisions;
• Computer skills (Word, Excel, MS project, Engineering programs);
• Fluent (Reading and writing) in English and Arabic are essential;
• Must be flexible and willing to work long hours as necessary
