Title: Logistics Officer.
Reporting to: Head of Finance and Administration (HoFA).
Location: Sanaa, with frequent travel to the field
Starting date: As soon as possible
Duration: 12 months with three months’ probation.
Background
The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. DRC manages various projects, implemented in a number of southern governorates, from its office in Aden.
Purpose
The Logistician is to ensure that the programmatic needs of the Country Office are addressed and met in an efficient, timely, transparent, accountable and cost-effective manner. The Logistician will work closely with the HoFA to ensure smooth and effective running of logistic activities.
Key Responsibilities
Procurement
• Follow the procurement procedures and ensure value for money for all the procured works, services and supplies;
• Ensure that items delivered by the vender are in good working order and following on guarantees;
• Ensure timely delivery of items and proper documentation of items received from the vendor.
• Manage, constantly update and share internally the Procurement sheet reflecting all procurement.
• Keep up to date filing system in Logistics department.
Transport management
• Ensure that drivers adhere and respect DRC driving code;
• In collaboration with the drivers, responsible for the good status of all DRC vehicles, motorbikes and generators by facilitating repairs and routine maintenance through DRC recommended garage, keeping record of all activities;
• Ensuring that license, insurance and registration of all DRC vehicles are current and up to date and to follow-up any defects with the appropriate authorities;
• Responsible to see that vehicle and generator log sheets are always available, properly filled in, computed, analyzed and the results reported on weekly basis;
• Supervise general fuel supply to DRC vehicles, mileage usage and fuel consumption of all vehicles and generator for continuous monitoring and prepare weekly performance reports for all transport and related activities;
• Book all transport requests for rental vehicles and commercial trucks as appropriate, preparing the contracts and ensuring that log sheets are filled and that DRC’s driving code is signed.
Stock management
• To ensure up-to-date records on all stock flows on paper and electronics according to the approved systems. Follow up stock defects, irregularities and shortfalls as required and either take necessary actions yourself or bring it to the attention of the HoFA;
• Ensuring that all items issued from the store, purchased or received for onward transportation are appropriately documented and accompanied by the required waybills;
• To carry out close inspection of Project items/materials delivered to the stores, to ensure that they are the right quantity and quality;
• Ensure a proper state of cleanliness and order in the store;
• Ensuring that correct supply request documentation for items/materials are produced with an approval from the departments;
• Ensuring that programme staff provides details of when and where project items are needed and ensuring that they are delivered to the correct location safely and within agreed time frame;
• Ensure proper storage and maintenance of all office equipment in the field and in Aden;
• Maintain and update stock and asset inventory list on a monthly basis.
Compound management
• Ensure an adequate state of hygiene and order in the office compound;
• Initiate or follow up any measure directed to improve the situation of the compound;
• Ensure a proper follow up of any repair work taking place inside the office compound and the staff accommodation;
General Management
• Follow up on the work plans of supervisees and taking the necessary steps to ensure that they are strictly adhered to;
• Follow up on all administration matters of the supervisees, including annual and sick leaves, attendance, performance appraisals, disciplinary measures, etc.;
Reporting Arrangements
The Logistician will produce the following reporting documents: Weekly fuel and oil consumption report for vehicles and generators; monthly summary stock report; monthly inventory of stocks and fixed assets; updated store records; weekly and monthly procurement reports; key performance indicator reports.

Personal Specifications
Essential:
• Relevant University degree; at least five years of professional experience in logistics and procurement; good command of English and Arabic (written, read, and spoken); good computer skills( MS Word and MS Excel); able to work under pressure; excellent organizational skills; excellent interpersonal and communication skills; initiative, sound judgment and dedication; highest levels of honesty, transparency, and accountability; experience and willingness to work in the field;

The proposed employment conditions are based on DRC salary grid and Yemeni labour law.
