PURPOSE: 

Under the direct supervision of the education specialist GPE (Global Partnership Education), the construction engineer will coordinate and supervise the assessment, design, planning and development of procedures, architectural design, technical aspects, management and monitoring of school rehabilitation/construction and school WASH activities of selected schools with particular emphasis standards and child friendly schools norms, including teamwork and capacity building. The incumbent will be responsible for the monitoring of the section’s supplies, the procurement activities related to construction and monitoring and evaluation of work in the field. The incumbent will work in full coordination with the Ministry of Education at central, governorate and district level.

MAIN DUTIES AND RESPONSIBILITIES:

1.    Leads management of school construction activities and school rehabilitation activities under the GPE programme in Yemen with regard to construction programmes/projects and provides updated information on programme/project financial and administrative status for analysis and report purposes.  
2.    Follows upon and analyses implementation of construction activities, including all procurement activities such as review of Bill of Quantities (BOQs) and provide technical support on selection of contractors, recommending appropriate adjustments.  Prepares tables, graphs or other statistical data for technical review/monitoring purposes.
3.    Monitors the flow of supply and non-supply assistance to local authorities in regard of school construction and rehabilitation.  Drafts supply and financial documentation.  Collects and records information on supply/non-supply inventory, distribution and utilization.
4.    Investigates queries regarding authorization, delivery or payments and follows up with Finance, Administrative, Supply and Programme staff on processing of payments, advances to governments and liquidation of accounts. Ensures that construction activities are in accordance with plans of action, and estimate the progress made in the construction to determine payment for contractors.
5.    Ensures regular formal and informal communication with Ministry of Education in Arabic. Organise and ensure weekly meetings with the respective Director General (DG) of Education, Education construction unit and UNICEF. Attend and provide technical feedback on the status of the rehabilitation work in the 35 schools in the monthly construction meetings with the contractors, Education Department and UNICEF
6.    Undertakes in coordination with offices arrangements for visits to construction project sites for government and other partners, which include providing information and briefing on project activities and status.
7.    Drafts programme budgets, ensuring accuracy and appropriateness of coding in accordance with PIDB system. Drafts and issues updated status reports.
8.    Drafts construction sections of donor, annual and other reports, as required by GPE unit in UNICEF.


MINIMUM QUALIFICATIONS:
•    Advance University degree in construction engineering, Civil Engineering.
•    Minimum 5 years of professional experience in construction engineering, education or WASH preferred, 
•    Fluency in English and Arabic, both oral and written is required.
