Position Title:    Monitoring and Evaluations Officer
Reporting to:    DRC CP/DDG Project Managers or their appointees
Duty Station:    Aden
Area of Operation:    All over Yemen as required


Danish Deming Group (DDG) is a department under Danish Refugee Council (DRC). DDG started its Armed Violence Reduction (AVR)operations in Yemenin 2012 with a portfolio of projects aimed at improving human security for vulnerable populations. Mine Risk Education (MRE) training is the central effort of the AVR programme in Yemen but the Monitoring and Evaluation Officer position carries specific responsibilities into DRC’s work, including Child Protection and Community Driven Recovery and Safety.

The objective of theMonitoring and Evaluation Officer (M&E Officer) isto lead on the monitoring and evaluation tasks under the UNICEF funded  project managed and implemented by DRC/DDG Yemen, or merely participated in by DRC/DDG Yemen.
DRC/DDG’s M&E Officer is expected to work with DRC’s Child Protection team based on agreed activity schedule and TOR as per the project activities and in consultation and agreement with DDG. .

Core tasks
•    Design appropriate baseline surveys prior to final design of fieldwork.  This includes working to develop recording databases and standard recording forms;
•    Provide training for the Enumerators and Field Managers to be engaged in baseline surveys;
•    Design appropriate end-of-line surveys at the completion of fieldwork.  This includes working to develop recording databases and standard recording forms;
•    Provide training for the Enumerators and Field Managers to be engaged in the end-of-line survey;
•    To train DDG’s data entry clerks in Aden and other DDG offices and ensure that they are fully competent to both complete the work and maintain complete quality in record keeping and data entry;
•    To train data handling clerks in DDG’s Contracting Partner Organisations to ensure that they are fully competent to both handle daily records from the Fieldworkers / CBTs and compile weekly records;
•    Working closely with DRC information management officer and DDG data entry clerks support  in the production of weekly, monthly, and quarterly data reporting for the donor  ;
•    Maintain DDG’s online database to ensure that it shows data current to within one week of viewing;
•    In close consultation with DRC and DDG project managers or their appointees, to review existing or develop and deploy new appropriate Quality Assurance tools to use in field monitoring of CP field monitors as well as partner organizations and DDG’s direct-hire CBTs and Contracting Partner Organisations
•    Work alongside DRC CP field monitors and DDG’sField Trainers and Field Coordinators in performing on-going Quality Assurance monitoring of DDG's fieldwork;
•    Ensure harmonization or reporting and activity implementation where necessary of community mechanisms including CP committees  for use by the MRE teams
•    Support in the development ofnew ideas for CFSs and MRE, test them and/or improve the existing child-friendly materials as per the field feedback and other stakeholders
•    When required, facilitate community workshops and awareness raising sessions
•    Attend DRC/DDG's weekly meetings to discuss weekly progress and achievementsand help in develop subsequent weekly and monthly activity plans and other topics related to improving the field work and how to overcome challenges and AOB.

Location
Aden, with periodic travel to Ad Dhalea, Shabwa,Abyan, Lahj, Sana’a, Saada and Amran. There may be requirement to attend workshops, training in Sana’a and regional office scheduled trainings as need arise.

Qualifications& Skills
•    Minimum of a Bachelors Degree in Social Sciences, Development studies or related field
•    At least 1 year working as M&E Officer with a humanitarian organization.
•    Very good knowledge of data management and data analysis. 
•    Knowledge of SPSS or other data analysis tool is an asset
•    Excellent Arabic and English verbal and writing skills.
•    Excellent computer knowledge and experience
•    Training in M&E is an added advantage
•    Good skills in presentation, documentation and information management.
