Position: Senior Environmental Health Officer.
Report to: Environmental Health Manager.
Manages: None
Duty Station: Aden with frequent field travel (>80%)
Scope/job purpose:
Under the direct supervision of the Environmental Health Manager, the Senior EH Officer will be the focal point for all water supply and sanitation infarturucture interventions in Abyan. The position is a junior level management position that involves planning, management and monitoring the proper implementation of the WASH Response in Abyan.
Detailed responsibilities and tasks:
• Coordinate field rapid or detailed WASH need and resource assessments.
• Conduct and coordinate detailed technical assessment to water supply and sanitation facilities to be rehabilitated or constructed; determine scope of the work, prepare bills of quantities and specifications, and raise purchase requests for goods, services or works.
• Prepare and compile weekly and monthly site activity plans and field reports.
• Supervise the rehabilitation or newly construction of the water supply and sanitation facility
• Review payment requests and take off sheets
• Track and maintain records on construction progress, labor and material utilization, challenges and prepare weekly and monthly progress reports;
• Work with communities and pertinent partners in the rehabilitation or construction of water supply and sanitation facilities
• Establish/activate and facilitate the training of water management committee/group to ensure to proper management of WASH facilities.
• Conduct regular water quality testing and disinfection as required.
• Performs other task as requested by the EH Manager and EH coordinator.
Coordination/Integration
• Closely work with Health unit to ensure that the mobile clinics have regular access to safe water and sanitation facilities.
• Closely follow up and work with supply chain in timely procurement, selection and inspection of EH goods and services.
• Liaise with Finance Unit in budget preparation and utilization.
Required qualification and experience
• BSc or above in Civil, Water Resource Engineering, or other related fields from a recognized University
• Minimum five (5) years of relevant work experience in water supply and sanitation (2 years in managerial position)
• Ability to use computer- programs (Word, Excel, Power Point and Auto Cad, EPANET)
• Good communication skill spoken and written in English and Arabic
• Ability to work under pressure, long work hours and high workload
• Self-motivated, honest, highly responsible, and punctual
• Ability to work as part of a team as well as to work autonomously when required
