Position Reports To: Technical Director, MCHIP-Yemen
Location: Sana’a, Yemen

Overview:
The Family planning (FP) Officer will lead implementation of the family planning activities of MCHIP’s project in Yemen. This large-scale integrated program aims to scale up evidence-based, high-impact maternal, newborn and child health (MNCH) and family planning (FP) interventions that address both the direct and the indirect causes of preventable death in women, infants and young children. The FP Officer will lead project efforts to improve the quality of FP services at the facility and community level. Effective collaboration with other MCHIP technical officers and MOPHP counterparts will be an essential aspect of the FP Officer’s role. The FP Officer will be based out of the project’s central office in Sana’a but will travel regularly to field sites and governorate program offices.

Responsibilities:
•    Primary responsibility for ensuring the execution of MCHIP-Yemen family planning activities and reporting
•    Provides direct technical support to counterparts as needed including national, governorate, and district level stakeholders and pre-service institutions, to achieve program objectives in family planning
•    Provide technical support in the implementation of policies and technical guidelines related to provision of reproductive health/family planning services (including but not limited to the provision of LARC, short acting methods, PAC-FP, and other priorities)
•    Collaborate and liaise with MCHIP technical officers in other areas of intervention (maternal health, nutrition, immunization, quality improvement, etc.) to ensure integration of MCHIP activities
•    Contribute to Quality Improvement strategies and implementation related to family planning
•    Provide training, follow-up support and supportive supervision as planned in the MCHIP-Yemen workplan
•    With MCHIP-Yemen leadership team, develop annual workplans and conduct other aspects of program design related to family planning
•    Assist in the development of plans for family planning assessments and studies, and coordinate and support the execution of those assessments and studies
•    Monitor FP activities according to the M&E framework, and assess whether project interventions are reaching the desired populations
•    Execute and ensure the quality of cross cutting areas of programming related to family planning including gender, behavior change communication, and livelihoods 
•    Keep program and technical staff, both in Yemen and in the US, informed of successes, challenges and lessons learned 
•    Work closely with project leadership team to plan project activities and respond to requests for support from consortium partners, local counterparts and USAID
•    Represent MCHIP-Yemen in appropriate forums by presenting in national level meetings and conferences


Required Qualifications:
•    Obstetrician/Gynecologist, physician (with obstetric skills) or midwife, with proven public health experience; MPH or equivalent qualifications preferred
•    Minimum of 3-5 years of  experience implementing reproductive health / family planning activities in a public health context 
•    Up to date clinical skills, and proven training skills in family planning
•    Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas of family planning and quality improvement
•    Understanding of community health structures and systems
•    Experience working with USAID-funded programs is desirable 
•    Ability to work effectively in a complex development and with a wide range of national and international partners and clients
•    Strong diplomatic, communications, and interpersonal skills
•    Commitment to mentoring, capacity building, and facilitating strong teaming relationships
•    Willingness to travel within Yemen and, possibly, abroad
•    Fluency in Arabic is essential; ability to read and write in English at advanced level is strongly preferred
•    Position is open to Yemeni national applicants
