PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including Yemen, where the organization has recently expanded with a robust humanitarian response and youth conflict mitigation portfolio with programming and offices in Sana’a, Taiz and Aden.
POSITION SUMMARY:
Due to the continued displacement from Abyan; the prolonged displacement of the families that left Abyan in March 2011 critical humanitarian gaps are surfacing in Aden and Lahj. Mercy Corps will support vulnerable, displaced households and host communities with water, sanitation, and hygiene (WASH) assistance, repair peripheral water delivery network and conduct an extensive hygiene promotion campaign impacting IDPs and host communities, as well as distribute non-food-items (NFIs) to displaced people.
The Site Engineer will be responsible for the identification, design, implementation, monitoring and reporting on engineering project activities and administrative tasks in the assigned district. Supervise all district engineering staff in order to effectively implement planned projects. Manage all administration and security of MC engineering activities in the assigned areas.
ESSENTIAL JOB FUNCTIONS:
• Responsible for the daily implementation of project activities and progress at assigned work sites.
• Develop action plans for project implementation - including all technical specifications for project implementation. In collaboration with the Program Manager;
• Assist the Program Manager in recruiting all required and authorized personnel for project implementation.
• Develop and maintain good lines of communication and relationships with local authorities and the local community.
• Supervise and be responsible for all technical aspects of project implementation, ensure the are completed in a timely, efficient and accurate manner according to standard engineering methods.
• Regularly update project implementation plans to the program manager with associated time lines.
• Ensure a safe working environment for all people involved in project implementation.
• Administrative
• Is responsible for maintaining detailed work plans and written records of engineering work undertaken in the project.
• Is responsible for a high degree of awareness regarding the security situation in the project area. Based upon this knowledge take adequate measures to ensure the safety of any and all MC staff and equipment in the district.
• Is responsible for daily radio contact with all engineering project staff.
• Follow all MC protocols and regulations according to guidance provided by the direct supervisor.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
• Other duties as assigned.
SUPERVISORY RESPONSIBILITY:
• Supervise project staff such as foremen on sites to ensure the responsible completion of their duties according to their position descriptions.
• Assist HR/Admin Manager in getting the field staff timesheets done properly by the end of the month.
• Ensure proper supervision of non-MC staff (skilled and unskilled labor) at project site.
REPORTS DIRECTLY TO: Program Manager
WORKS DIRECTLY WITH: Project Officer, Project Assistant and M&E support team.
KNOWLEDGE AND EXPERIENCE:
University degree in engineering. Minimum two years work experience in engineering project implementation and supervision. Spoken and written English proficiency is essential. Proficiency in a variety of local languages preferred. Physically able to spend the long periods of time in the field.
