Post Title:    Operations Officer
Location:    Social Fund for Development (SFD), Sana'a-Yemen
Duration:    Consultant Service Contract 1 year including three months probationary period; (with potential renewal for 4 years)
Time Commitment: Full time ( 8 Eight hours per working day )
Supervisor:  Project Manager


INTRODUCTION
Although Yemen has made great strides in reducing the maternal mortality rate, it remains high at 210 deaths per 100,000 live births. Most mothers still deliver at home with little or no support. As a result, many women suffer from hemorrhage, anemia, infections, and/or obstetric fistula, and in many cases, these conditions result in death.  Contraceptive prevalence is low at 28 percent with 21 percent in rural and 42 percent in urban areas for any contraceptive method; and 13 percent in rural and 34 percent in urban areas for modern contraceptives. 
The reduction of the number of maternal and neonatal deaths as well as the number of deaths of children under five is one of the main expected results listed in the 2010-2025 National Health Policy. The policy defines areas of priority that address maternal and newborn mortality including improving the quality and utilization of health services, and access to emergency obstetric care. A national Reproductive Health Policy was developed that states “In an effort to accelerate maternal and newborn survival toward the achievement of MDGs 4 and 5, the Reproductive Health (RH) department at Population Sector (PS) has focused on two main areas of RH: maternal and newborn health and family planning.”  Both areas are addressed through the proposed voucher project.
The Social fund for development will implement the Maternal and Newborn Voucher Project (MNVP) with the objective is to increase the utilization of maternal and newborn health services in the target areas. The MNVP will contribute to the reduction of maternal and child mortality and will contribute to meeting the unmet need for family planning, allowing families to plan and space births. This will also contribute to a reduction in population growth and alleviate pressure on Yemen’s scarce natural resources.
 

PURPOSE OF THE POSITION
The Operations Officer is responsible for providing support to Office Staff and Program activities in order to ensure effective and efficient operations, he/she works with the project manager and voucher staff managers to help keep businesses running smoothly.
DUTIES AND RESPONSIBILITIES 
1.    Establish and maintain up-to-date basic records/databases required for the MNVP project implementation, and reference records on directives and procedures of a technical nature relating to the MNVP;
2.    Initiate and follow-up a broad variety of operational actions necessary for the timely implementation of MNVP activities  including recruitment actions, travel requests, training and workshops, letters of introduction/instructions, briefing schedules and procurement of equipment, works and services as well as partnership agreements (MOE, MTEVT,...);
3.    Under direction of the Project Manager, establish and maintain efficient databases on projects procurement processes, deliveries of supplies and/or from the suppliers, deliveries to different partners and end users of the MNVP.
4.    Supervise project-specific car rental process and payment;
5.    In coordination with Administrative Assistant/ Executive secretary, ensure that office facilities, utilities, and appliances are functioning well; that office supplies and stocks are replenished on time, and all documentation and correspondence are properly routed, filed and archived. 
6.    Respond to queries regarding commodities staff in the unit and elsewhere in the project; Maintain petty cash receipts, prepare petty cash reports, and prepare   advance liquidation reports.
7.    Develop a weekly and monthly payment schedule to ensure an even distribution of payments throughout the month.
8.    Manage goods receipt and goods delivery by ensuring that there is adequate room to store goods, arrange for porters and transport, keep updated log books of goods received and goods delivered to implementing partners, and document warehouse movements of goods.
9.    Record, update and maintain project inventory and assets' list for Expendable and Non-Expendable equipment
10.    Maintain an information tracking system of staff movement and field missions, and ensure that all necessary MNVP rules/guidelines are strictly adhered to. 
11.    Perform any other related duties as required.

Education 
The Operations Officer must hold a university degree in management of related fields as a minimum, and would normally attain the required knowledge, skills and attitudes through training and/or job experience, with a minimum of two years of professional experience in the area of field operations, budgeting, and/or financial management
• and proficiency in the use of computers and office software packages

Working Conditions
The applicant is located in a busy, open area office. The applicant is faced with constant Interruptions and must have excellent time-management skills.

Mental Demands
There are a number of deadlines associated with this position, which may cause significant stress. The applicant must also deal with a wide variety of people on various issues.
