Post Title: Finance Officer
Location: Social Fund for Development (SFD), Sana'a-Yemen
Duration: Consultant Service Contract 1 year including three months probationary period; (with potential renewal for 4 years)
Time Commitment: Full time ( 8 Eight hours per working day )
Supervisor: Program Manager
Introduction
Although Yemen has made great strides in reducing the maternal mortality rate, it remains high at 210 deaths per 100,000 live births. Most mothers still deliver at home with little or no support. As a result, many women suffer from hemorrhage, anemia, infections, and/or obstetric fistula, and in many cases, these conditions result in death. Contraceptive prevalence is low at 28 percent with 21 percent in rural and 42 percent in urban areas for any contraceptive method; and 13 percent in rural and 34 percent in urban areas for modern contraceptives.
The reduction of the number of maternal and neonatal deaths as well as the number of deaths of children under five is one of the main expected results listed in the 2010-2025 National Health Policy. The policy defines areas of priority that address maternal and newborn mortality including improving the quality and utilization of health services, and access to emergency obstetric care. A national Reproductive Health Policy was developed that states “In an effort to accelerate maternal and newborn survival toward the achievement of MDGs 4 and 5, the Reproductive Health (RH) department at Population Sector (PS) has focused on two main areas of RH: maternal and newborn health and family planning.” Both areas are addressed through the proposed voucher project.
The Social fund for development will implement the Maternal and Newborn Voucher Project (MNVP) with the objective is to increase the utilization of maternal and newborn health services in the target areas. The MNVP will contribute to the reduction of maternal and child mortality and will contribute to meeting the unmet need for family planning, allowing families to plan and space births. This will also contribute to a reduction in population growth and alleviate pressure on Yemen’s scarce natural resources.
Purpose of the post
The Finance Officer is responsible for maintaining financial, accounting, administrative and Personnel services in order to meet legislative requirements and support municipal operations.
SCOPE
The Finance Officer reports to Manager and is responsible for preparing financial statements, maintaining cash controls, preparing the payroll and personnel administration, purchasing, maintaining accounts payable and managing office operations. The Finance Officer must work within the Financial Management Act, Municipal policies and procedures and in compliance with all Territorial Acts and Legislation. Failure to provide adequate services may result in lost or misused revenues, inaccurate financial statements and financial hardships for employees, contractors and suppliers if the payroll and/or accounts payables are not processed in an accurate and timely manner.
Duties and Responsibility
• Oversee financial management of the MNVP and provide support to the project manager in financial matters;
• In consultation with the project Manager and Administration Officer develop effective financial systems and procedures and ensure that these are continuously improved.
• To work with Project Manager to ensure that effective financial systems, processes and monitoring arrangements are in place, both on a general financial level and on specific ones required to monitor individual s. To further assist them with project budgeting.
• Provide monthly financial reports to voucher Project Director detailing monthly expenditure, transaction lists and total expenditure against budget on all required budget lines, opening and closing balances from bank accounts
• To produce, maintain and submit in a timely manner all statutory financial records of the project, sufficient to satisfy the requirements of the Government offices, funders, Charity Commissioners and all other relevant bodies.
• Manage voucher project Accountants in all Governorate. Line management of financial issues with Governorate coordinators.
• Respond to requests for financial information from voucher Project manager and SFDs staff in a timely fashion.
• Meet regularly with voucher Project Manager to discuss financial issues related to the voucher project.
• Preparation and submission of budgets and the forecasting and Support the Project Manager in drafting & following the forecasted & realized budgets on a Quarterly basis
• Train the Finance Unit and other staff on raising awareness and knowledge of financial management matters.
• Oversee all purchasing and payroll activity for staff and participants
• Executes daily financial transactions, ensuring proper treatment of submitted invoices according to Financial Rules
• Assist with preparation of the budget.
• Implement financial policies and procedures for the project.
• Implement and maintain cash controls.
• Implement and maintain and reconcile the general ledger
• Prepare and reconcile bank statements.
• Establish and maintain supplier accounts and Processes supplier invoices.
• Issue and Maintain the purchase order system
• Ensure data is entered into the system daily basis.
• Issue cheques for all accounts due.
• Prepare monthly financial statements.
• Prepare financial quarterly reports and report.
• Maintain the computerized accounting system
• Maintain financial files and records
• Issue, code and authorize purchase orders
• Reconcile the accounts payable and receivable
• Prepare journal summaries
• Work with Claims Processing Specialist at project to ensure payments to service providers are made in a timely and efficient manner.
• Insure that all the procedure are in line with SFD & WB procedure
• Executes the monthly closing of accounts.
• To deliver timely and accurate financial information as required by Project Manager
• To ensure that satisfactory audit arrangements exist and that annual the auditors carry out systems audits and that the results are reported to the WB & SFD.
• To produce monthly and year-end accounts to deadline and in accordance with statutory and internal requirements.
• To prepare the monthly payroll staff salaries and consultant fees
• To manage the preparation and presentation of documents from a number of sources, (cheques, postal orders, direct debit, web, standing orders, credit cards, cash).
• To carry out appropriate additional duties and to provide assistance to other areas of work, as and when required.
JOB SPECIFICATION
1. QUALIFICATIONS AND TRAINING
a. University degree in Accounting, Finance or Business Administration
2. EXPERIENCE
a. Professional accounting qualifications/experience
b. Minimum 3 years of wide range of Finance/ Audit experience from (international audit firm)
c. Good track record of analyzing budgets against activity plans
3. SKILLS
- Highly developed knowledge of IT accounting tools for maintaining accounts.
- Highly developed communication skills in Arabic & English.
- Excellent analytical skills
4. ABILITY AND KNOWLEDGE
- Ability to think proactively
- Ability to work under pressure to tight deadlines and adapt to change.
- Ability to develop systems and processes to manage and deliver required objectives.
- Knowledge and understanding of business planning processes and their application
- Knowledge of various financial systems
- Knowledge of financial returns to Government departments and other funding bodies.
