Background:
The Development Program Division closely works with country program team in identifying, planning, implementing, monitoring and evaluating development projects and program in collaboration with local, national and international partners.
It focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent Islamic micro finance system, food security, water sanitation, social cohesion and community based infrastructure projects to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the development division are to alleviate poverty and suffering of human kinds by providing them with long term sustainable programme in collaboration with international donors, INGOs and UN agencies.
Detailed Duties and Responsibilities
• Managing and supervising civil work including infrastructures related to livelihood, WASH, health, education and other community infrastructure
• Supervise staff by providing day today technical support preparing plans and assenting them for a implementing civil work project
• Preparing BOQ estimates and drawings using appropriate formats and the software's
• Developing scope of works for periodic assessment surveys of all infrastructure facilities.
• Reviewing work procedures and design drawings submitted by Contractors and Consultants.
• Reviewing contractor pre-qualification documents and preparing technical evaluation of bids.
• Preparing budget proposals for maintenance and upgrading works.
• Supervises contractors working for different operating infrastructure in the targeted area.
• Plan and design cash for work project to rehabilitate and renovate livelihood infrastructures
• Identify necessary DRR structure and mainstream into the project planning and implementation
• Performs periodic reviews of the preventive maintenance programme and recommends improvements where required.
• Prepares engineering design, specifications, tender documents and performs bid evaluation of civil works for capital/operating projects.
• Maintains contact with stakeholders and equipment/construction material vendors and proposes suggestion and recommendation to program coordinator that can be adopted within Company to enhance reliability, economy or safety.
• Reviews, scrutinizes and endorses invoices submitted by the contractors for progress/milestone payments
• Assists in training staff on specific skills by identifying specific training needs and providing guidance.
• Prepare reports on daily, weekly, monthly basis
• Follow Islamic Relief compliance and safety recommends
• Perform any other task requested by the supervisor
• Perform assigned related task by the project management
Requirements:
• University degree in engineering, or equivalent degree
• Three years relevant experience of in the field of infrastructure
• Experience of preparing various engineering report.
• Ability to motivate multidisciplinary teams.
• Knowledge and understanding of construction management.
• Preparing and delivering briefings to staff on technical.
• Thinking both creatively and logically to resolve design and development problems.
• Delivering projects to the required quality, timeline and budget.
• Ability to explain design ideas and plans clearly.
• Willing and capable of adopting a questioning attitude.
• Good oral and written communication skills in English & Arabic.
