Post Title: Operations Officer
Location: Social Fund for Development (SFD) – Headquarter, Sana'a-Yemen
Duration: ConsultantService Contract 1 year including three months probationary period; (with potential renewal for 4 years)

Program Summary
Vocational Literacy Program for poverty reeducation (VOLIP is a five year program jointly funded by the Islamic bank and OPEC,with total amount of $ 21.4 Million USD and implement by The Social Fund for Development (SFD). The objective of the project is to contribute to the reduction of rural poverty in four governorates (Lahj, Al-Hudaidah, Sana'a Governorates and Al-Mukalcity)through empowering poor rural families with literacy proficiency, market oriented vocational training , entrepreneurial skills, and access to microfinance and business counseling services.
The Project Manager is expected to employ a collaborative approach to ensure that the different components are integrated and that inputs from as wide a cross section as possible are incorporated to facilitate successful implementation of the programme. He/she will be responsible for providing critical technical input into project implementation and overall management and supervision of the project. He/she will manage and provide overall operational leadershipand supervision for the Project Management Teamat SFD headquarters and branches, including project preparation, design and implementation of pilots and scaling-up to all target governorates.
The Program Manager will manage the program activities on a daily basis in close cooperation with the Program management team, Field Coordinators and national counterparts.
PURPOSE OF THE POSITION
The Operations Officer is responsible for providing support to Office Staff and Program activities inorder to ensure effective and efficient operations, he/she works with the Program managers and other personnel to help keep businesses running smoothly.
Duties and Responsibilities
1. Establish and maintain up-to-date basic records/databases required for the VOLIP project implementation, and reference records on directives and procedures of a technical nature relating to the VOLIP Program;
2. Initiate and follow-up a broad variety of operational actions necessary for the timely implementation of VOLIP activities including recruitment actions, travel requests, training and workshops, letters of introduction/instructions, briefing schedules and procurement of equipment, works and services as well as partnership agreements (MOE, MTEVT,...);
3. Under direction of the Program Manager or Program Manager Assistant, establish and maintain efficient databases on projects procurement processes, deliveries of supplies and/or from the suppliers, deliveries to different partners and end users of the VOLIP program.
4. Supervise project-specific drivers, maintain the vehicle movement records, and follow up on driver log sheets, fuel requests, contracts, upkeep of cars, and regularly communicate with VOLIP Finance Officer;
5. In coordination with Administrative Assistant, ensure that office facilities, utilities, and appliances are functioning well; that office supplies and stocks are replenished on time, and all documentation and correspondence are properly routed, filed and archived.
6. Respond to queries regarding commodities staff in the unit and elsewhere in the Program;
Maintain petty cash receipts, prepare petty cash reports, and prepare advance liquidation reports.
7. Develop a weekly and monthly payment schedule to ensure an even distribution of payments throughout the month.
8. Manage goods receipt and goods delivery by ensuring that there is adequate room to store goods, arrange for porters and transport, keep updated log books of goods received and goods delivered to implementing partners, and document warehouse movements of goods.
9. Record, update and maintain project inventory and assets' list for Expendable and Non-Expendable equipment
10. Maintain an information tracking system of staff movement and field missions, and ensure that all necessary VOLIP rules/guidelines arestrictly adhered to.
11. Perform any other related duties as required.

EDUCATION
The Operations Officermust hold a university degree in management of related fields as a minimum, and wouldnormally attainthe requiredknowledge,skillsandattitudes throughtraining and/or job experience, with a minimum of two years of professional experience in the area of field operations, budgeting, and/or financial management

Working Conditions
The applicant is located in a busy, open area office. The applicant is faced with constant Interruptions and must have excellent time-management skills.
Mental Demands
There are a number of deadlines associated with this position, which may cause significant stress. The applicant must also deal with a wide variety of people on various issues.
